The Humane Society of the United States Announces New State Director for New York
Veteran animal advocate Brian Shapiro to lead statewide animal welfare efforts
The Humane Society of the United States has named Brian Shapiro as the new state director for New York. Shapiro served for more than a decade as an elected representative and legislator in Ulster County, N.Y. He is also the former executive director of the Ulster County SPCA.
“It is an honor to join The Humane Society of the United States, the nation’s largest animal protection organization. In New York State, we will continue strengthening laws to protect all animals from cruelty and neglect,” said Shapiro. “During my time as the director of a busy shelter, I was committed to rescuing animals from puppy mills, abuse and human-caused and natural disasters. I will enthusiastically lead these important efforts on a statewide level in my new position.”
Shapiro brings 25 years of personal and public animal advocacy experience to The HSUS. He will lead The HSUS’ animal welfare efforts throughout New York and will be responsible for building statewide support for animal protection, assisting animal shelters and working alongside local law enforcement agencies.
Prior to joining The HSUS, Shapiro championed numerous successful efforts that protected animals, wildlife and their habitats. He served as chair of the Ulster County Environmental Committee, chair of the Board of Ethics and vice chair of the Ulster County Soil and Water Conservation District. During his tenure as executive director of the Ulster County SPCA, he bolstered a highly successful humane law division, helped increase adoptions and expanded the shelter's spay/neuter program.
Patrick Kwan, former New York state director, will continue to guide policy as director of grassroots organizing for The HSUS.
A former state representative for Ulster County, Brian Shapiro now spearheads animal protection policy and campaigns for The HSUS in the Empire State.

Shapiro said the hunt might have been legal, but that does not make it right. He said the state’s wildlife resources belong to all citizens and there needs to be a balance between different groups, such as hunters and bird watchers.
“It’s a wanton taking of the state’s wildlife resources,” Shapiro said of the crow hunt. “In our opinion, it is not responsible management.”
He said the Humane Society of the United States and other animal-protection groups support proposed New York state legislation that would make such contests illegal.
