Humane Lobby Day - HLD 2016 is scheduled for April 12
Humane Lobby Day is an annual event, which is a strategy of the Humane Society of the United States to enable lobbying at the grass roots level. HLD 2016 is scheduled for April 12.
During HLD, legislators set aside time to individually meet with activists. Typically around 150 activists and several anti-hunting organizations participate in HLD each year.
Two items on the agenda each year are closing the state pheasant farm and maintaining the ban on mourning dove hunting. As a matter of fact; Patrick Kwan, the NY Legislative Affairs Director for the HSUS has stated that “Humane Day allowed us to defeat the NRA’s Dove Hunting Bill.” (in reference to the year 2011).
In NY, several organizations based in the state are involved in HLD, not just the HSUS. The HSUS provides coaching, printed material, and transportation to the state house.
The HSUS promotes this event through its own network of members and also uses news journalists and internet sites such as meet-up, where-event, and events-USA. They also use social media.
Typically, newspapers start to publish articles about Humane Lobby Day in late March. Some newspapers include the Times Union, CNY News, and News 10. Humane Lobby Day is usually in the spring. HLD 2016 is scheduled for April 12.

In prior years, Humane Lobby Days averaged around 150 participants and several organizations.
Some Legislators are particularly receptive of Humane Lobby Day.
Action to Take:
The first action to take is to commit to memory this is an annual event which has contributed to the failure to reinstate dove hunting in NY and nearly resulted in the termination of the state pheasant stocking program in 2008. Also remember that the matters of dove hunting and pheasant stocking are part of the HLD agenda each and every year.
The second action to take is to find your legislators and their contact information at the links at the end of this paragraph and send the form letter below to your state senate and assembly representatives on or about April 1 and then again around April 15. Remember – about 150 activists attend HLD each year, let’s try to get at least that many letters in! Dear Senator or Assembly Representative,
As a bird hunter and your constituent living in the town of ; I disapprove of you setting aside time and making yourself and staff available to activists on Humane Lobby Day, who although may live in NY, are lobbying for national anti-hunting organizations based outside the state.
Patrick Kwan, the NY Legislative Affairs Director for the HSUS has stated that “Humane Day allowed us to defeat the NRA’s Dove Hunting Bill.” (In reference to the year 2011).
I find this particularly egregious, considering the great difficulty the hunting community has had for many years in generating meaningful discussions with the Legislature about mourning dove hunting.
Another concern I have is with the constant threats to the state pheasant stocking program. This program has existed in NY since 1908. The program is not funded by tax payers, except tax payers who also happen to be hunters. The cost per hunter is around $1.30 per year. Since the Life Time Hunting License revenue is invested in the STIP, the pheasant program is prepaid indefinitely. In addition to serving thousands of hunters, the program supports 4 full-time jobs and 10 temporary jobs. According to the latest national survey of wildlife dependent recreation; on average pheasant hunters spend $1,451 per hunter, per year. That is broken down into; $676 for non-dog hunting related expenses, and $775 dollars in hunting dog related expenses per hunter, per year.
In order to do the business of the people, due diligence is required. The dove hunting and pheasant stocking narratives of the Humane Society will not stand up under scrutiny. Never the less year after year our pheasant program is threatened and we are denied the opportunity to hunt mourning doves for no reason other than ideology.
